POLITICAL SCIENTIST OR SOCIAL SCIENTIST IN THE FIELD OF CONCEPTUALIZATION AND
ANALYSIS OF SYSTEM TRANSFORMATIONS
At the Fraunhofer Institute for Systems and Innovation Research ISI, we are developing the conceptualization and operationalization of system transitions in a new institute-wide strategic project called SYSTRA. We understand system transitions as fundamental changes to the way in which society's needs are met, e.g. concerning mobility, health, food, or energy supply. The German "Energiewende" (energy transition), in which the generation and use of energy have changed fundamentally and will continue to do so, is one of the most well-known examples of such a transition, but transitions are happening in many other sectors and in countries around the globe. In SYSTRA, we investigate different kinds of transition processes with the aim of theoretically, methodologically, and empirically furthering transition studies.
As part of the SYSTRA project, you will join an interdisciplinary team headed by the institute's director, Professor Jakob Edler, and will work on issues concerning the politics, policies, and governance of system transitions. Depending on your research interests and methodological knowledge, your PhD research may focus on one or more of the following perspectives: i) the design, evaluation, and assessment of transformative innovation policies; ii) how to build policy and governance capacities for transitions; iii) understanding and fostering institutional change; and/or iv) the role of policy narratives in transition processes. Empirical entry points can reach from the local level to global perspectives (including multi-level governance), and the PhD may analyse diverse or specific sectoral transformation processes.
Beyond contributing new empirical and conceptual knowledge, your PhD work will further SYSTRA's mission of contributing to the academic discussion on innovation and transition research. Colleagues from all the Competence Centers of Fraunhofer ISI are working together on the project, so there are many opportunities for diverse, interdisciplinary cooperation and learning. You will be supported by one or several of your SYSTRA colleagues, depending on the frame of your PhD research.
What we expect from you
You have an excellent master's degree in the Social Sciences (in particular Political Science, but also Sociology and neighboring disciplines or interdisciplinary policy-related degrees) and ideally prior training in Innovation and/or Transition Studies. You have formal training in quantitative social-scientific methods and a sound understanding of qualitative methods. You are fluent in English and have at least a basic command of German (or are expected to learn German up to level A2 in your first year). You are results-oriented and work well independently and as part of a team.
What you can expect from us
The position is in the Competence Center "Policy and Society", which explores how research and innovation systems function and transform at supranational, national, regional, and sectoral levels. It researches the various institutions, instruments, and strategies in industry, science, and government that generate knowledge, technological and social innovations, including innovation capabilities and innovation performance. The Competence Center advises stakeholders in politics, industry, science and civil society on the conception of research and innovation policy and transformative strategies, as well as on the development of funding programs and governance instruments. The aim is to support our clients, which include federal and state ministries, the European Commission, parliaments, associations and companies, to better understand current change processes and to steer them towards societally responsible directions through appropriate research, technology and innovation policy measures.
Fraunhofer ISI is a globally recognized center of excellence for innovation research. Due to the different main areas of research in our seven Competence Centers, we can work on key questions of innovation dynamics and system transformation in an interdisciplinary manner and from a holistic perspective. The institute offers a unique opportunity to develop and apply new approaches in innovation research. It has close links to numerous universities and research organizations both in Germany and abroad.
Fraunhofer ISI's doctoral programme is closely linked to the research topics and projects of the Competence Center. It consists of an orientation phase followed by a dissertation phase and offers doctoral researchers support right from the start in the form of internal mentoring and a wide range of further training opportunities. Through regular colloquia, an intensive exchange between doctoral researchers and experienced scientists and executives takes place. The direct supervision guarantees a focused handling of the doctoral topic.

The position is initially limited to one year and a subsequent extension with the possibility of doing a doctorate is envisaged.
